A team of blue-suited Chinese security guards, who were pictured manhandling protesters and hurling them to the floor last month, would be expected to once again protect the flame from inevitable anti-Chinese and pro-Tibet demonstrations.
Mr Broadhurst said the police could have insisted to the Chinese they did not bring the security guards, but the authorities had "intimated" they would not stand for this.
London had been warned the torch relay would instead be taken elsewhere, MPs were told.
The Paralympic torch is scheduled to arrive in London on August 31, before moving on to Sochi in Russia and Hong Kong.
It will also pass through Vancouver and will reappear in Beijing in time for the opening ceremony of the Paralympics on September 6.
